Broadcast Media Does Not Cover Electoral Campaign in a Fair and Balanced Manner |

08.07.09/ The second monitoring report prepared by the Independent Journalism Center as part of the Coalition for Free and Fair Elections—Coalition 2009 found that from 29 June to 5 July, the radio and TV stations with national and quasi-national coverage continued to deviate severely from both ethical and professional principles and in some cases violated the provisions of the Broadcast Code and of the Regulation on Coverage of the Electoral Campaign approved by the Central Electoral Committee.
The monitoring report includes the results of a qualitative evaluation of the performance of five radio and TV stations and established the following. - The public stations Moldova 1 and Radio Moldova continued to selectively apply the principles of fair, balanced and impartial coverage of the parliamentary elections. Most of the news about the electoral campaign presented only the viewpoint of the government and of the Communist Party of the Republic of Moldova (PCRM). The principle of providing a diversity of opinion was observed only for PCRM and was totally ignored for the opposition parties.
- Prime TV, a station with national coverage that announced that it would not get involved in covering the electoral campaign, promoted the image of PCRM, including through news items full of direct electoral propaganda. Thus, Prime TV deprived the public of information about all electoral candidates and limited citizens’ access to comprehensive information.
- The private station NIT openly supported PCRM not only through the space offered in the news about the party’s electoral candidates but also through the selection and presentation of news items. The station promoted hatred and used aggressive journalistic language with a view to discrediting the liberal parties.
- The private station EU TV favored the People’s Christian Democratic Party and PCRM both in news about electoral events and in news accompanied by videos showing Vladimir Voronin and Iurie Roşca. The station was deficient regarding impartiality and balance of sources, especially in news referring to the Chişinău Mayor’s Office and implicitly to Mayor Chirtoacă who is Deputy Chairman of the Liberal Party.
Monitoring is taking place from 22 June to 29 July 2009 with financial support from the National Endowment for Democracy. This project aims at monitoring broadcast media and at informing the public about their performance during the electoral campaign, including the access of electoral candidates to mass media outlets and whether they guarantee a pluralism of opinions. |
